In Windows 10 and earlier versions, the taskbar is visible by default and takes about 5% of the screen. If you are on a laptop or small screen PC, you might want to hide the taskbar when a window is maximized to get more screen real estate.

Windows 10, like its predecessors, automatically hides the taskbar when you open a window in full screen. It’s worth noting that full-screen window mode is different from maximized window mode (you can see the title bar in maximized window mode by default).
Not all programs out there support the full-screen mode, but most web browsers such as Edge, Google Chrome, and Firefox support the full screen. But what if you want to automatically hide the taskbar when a window is maximized?
SmartTaskbar for Windows 10
SmartTaskbar is a little utility designed to automatically hide the Windows 10 taskbar (supports earlier versions of Windows as well) to give you more screen real estate.
If you want to get more screen space without hiding the taskbar, SmartTaskbar can help you there as well. When the adaptive mode is turned on in SmartTaskbar, it makes the taskbar buttons smaller to get you more space without hiding the taskbar.
There are two modes in SmartTaskbar. The first is, Auto Mode. And the second is, Adaptive mode. In the Auto Mode, SmartTaskbar automatically hides the taskbar when a window is maximized. When in Adaptive mode, it reduces the taskbar buttons’ size to free up more screen space. Yo can select a mode by right-clicking on its tray icon.When you close or minimize the window, it automatically restores the taskbar.
Please note that SmartTaskbar is designed for single monitor PCs. So, it might not work well on multi-monitor setups.

How To Hide Taskbar When Fullscreen Chrome Firefox
I have a dual monitor setup and I've noticed an issue that is with the new Chrome 50 update. I would usually have a Youtube video playing on my second monitor in the background while I do things on my main monitor. Before updating, the taskbar never really showed while in Full Screen mode but recently after I updated, the taskbar would always pop up the moment I click on a window. it seems like the FullScreen mode in Chrome isn't taking priority as it should. This doesn't occur in other browsers and its also not only on Youtube. Any full screen video I would play would make the taskbar pop up. Any help to fix this issue would be great

Glad you asked the question in Microsoft Community. Let me help you with the issues regarding the inking lag and hiding the taskbar while working on OneNote 2013.
Hiding the taskbar is a Windows feature rather than a OneNote feature. Using the Auto-hide option for the taskbar should allow you to write all the way to the bottom of the OneNote screen.
Right click on the taskbar > click on Properties > Taskbar tab > check the option ‘Auto-hide the taskbar ‘ > click on Apply and OK.
In many cases, the inking lag could be categorized as an issue with the display driver. But since you already have the latest drivers in place, you may disable the hardware graphic acceleration in OneNote and check if that helps.
In OneNote 2013, click on File > Options > Advanced > under Display, check the option ‘Disable hardware graphics acceleration’ > click on OK.

The ink lag is something I can deal with. I am happy to say it is significantly better than the release preview which had an unbearable amount of ink lag.
How To Unhide Taskbar
And as for the taskbar, I am aware of the auto-hide feature however this will hide the taskbar for ALL apps, not just OneNote, which to me is not the solution since I need quick access to my folders and several other apps that I have become accustomed to finding within the taskbar.
Do you know if there will be an update in the future that will allow OneNote to go full screen?

It's such a pity that Microsoft hasn't yet made some of their best producrs work together smoothely: Windows, the Surface Pro 3, and Onenote. Did engineers never use Onenote on their Surface tablet and noticed that it doesn't work (this may be harsh, but if I can't focus on the writing because I have to worry about other apps popping up while I write because I accodentally touched the taskbar, then I consider it not to be working.

No, no this is not a feature that should only be controlled by Windows. When I play a video game in fullscreen/fullscreen-windowed, I do not have to set an option to hide the taskbar.

Moving the task bar to the top of the screen helped me from my palm accidentally selecting apps and clock from task bar.
